Ukraine cuts EU spending, but under conditions

The European Commission will likely recommend that member states open formal negotiations after completing reforms and legislation on minorities, anti-corruption as well as “de-oligarchization” and lobbying, according to people familiar with the matter and documents consulted by Bloomberg.

This decision comes as EU seeks to give impetus to its enlargement policy following Russiathe invasion of Ukraine and attempts to destabilize Moscow Europe. The final wording of the opinion has not yet been finalized, said the people, who asked not to be identified because the process is private.
